As a result of 9/11 terrorist attacks, Robert Mueller, Director, Federal Bureau of Investigation (FBI), the Bureau sought to turn the floor. The FBI has long served as the chief law enforcement agency and the main internal intelligence wing of the U.S. government. In practice, however, law enforcement intelligence eclipsed by the FBI. The terrorist attacks have made it tragically clear that the United States needs a much stronger internal intelligence service, and Muller believed that the service must be within the FBI.
