The challenge was to place the enterprise in the market and nonmarket environments. The placing in the market environment was not unsuccessful, and Exclusive Resorts was an immediate success. Like a country club, Exclusive Resorts was coordinated in the marketplace environment, letting it prevent state timeshare regulations. The success of Exclusive Resorts shortly spurred others marketplace risks to enter the high-end holiday home club business and, at the exact same time started to grow.

Were luxurious holiday home clubs working outside the law (consumers weren't shielded by state timeshare law)? Were contractual arrangements see-through to consumers? Could failures or potential fraud among the clubs tarnish the whole resort development business, including its members?
