The world’s largest independent designer and manufacturer of diesel engines, Tata Cummin Limited (TCL) in India, encountered with different challenges in accomplishing the task till its due date of October 2010 for unique automobile emissions standards. Ranging from BS I to BS V, these standards are distinguished as Bharat Stage (BS) standards. The BS III standard, subject of this case, was launched in just 11 cities all over the India in 2005, but by October 2010 the regularities made it mandatory for all over the country. Around then, the BS IV standard had been introduced in a few major markets and it was this standard that was projected to exist across the country by 2017. On the basis of proven track record with the transition to the 2010 automobile emission standards, TCL’s vice president expected to make the following transition effectively by determining all the potential challenges that TCL would encounter in moving ahead.
