Ontario Ministry of Small Business & Consumer Services: Managing the Toronto Propane Explosion (B) Harvard Case Solution & Analysis

In August 2008, was a big explosion in the propane facility is located in Toronto, Ontario. Technical Standards and Safety Authority (TSSA) was a not-for-profit corporation that was responsible for the delivery of services to regulate and ensure technical safety, and came under the supervision of the Ministry of Small Business and Consumer Services (Department). On day four of the crisis, TSSA perceived as ineffective and the minister called a statement. He decided not to support or disprove the TSSA, but instead called for TSSA audit all propane facilities in Ontario. The inspections revealed that many of the sites had minor compliance issue. In reporting these results, combined with the intense public events again called into question the credibility TSSA.
