Huang Teng founded Xi'an International University (XAIU) as a private university in 1992. Throughout his later years, the school is filled with niche and meet the demand of students who were tested in one of the government agencies in China. In 2008, it seeks to grow aggressively pursuing opportunities in other provinces and municipalities. Juan was a franchise plan the university throughout China. However, in implementing this strategy in Beijing, Shanghai and Guangzhou, China's largest cities, Juan does not get a warm response. Local authorities fear XAIU could threaten the survival of the local run, private universities, and competition among private universities grew tense, as an agency of the United Kingdom and Hong Kong, working with state universities to form a joint ventured "independent colleges."
