To optimize their effectiveness, colour cases should be printed in color. Law Professor Ronald Sullivan was asked to head a rotation of the Orleans Public Defenders as a one-year task subsequent to Hurricane Katrina in the year  2005.

The office was underfunded and had perverse incentives embedded through the system. Sullivan's new vision wasn't readily accepted by judges and lawyers who gained from the system that was defective and put up opposition. The case scenario pursue’s Sullivan and his group in their own attempts to bring about systemic change that is favorable to the Orleans Public Defenders and at a minimum live up to the principles provided by the American Bar Association.
