The Basque nation, comprising a population density of 2.1 million and encompassing 7,233 square kilometers, is an independent region situated in the north of Spain, bodily divided from it by the Pyrenees Mountains. It presents the history of the area--highly booming in the period of the 20th century, but nearing insolvency by the year 1950s. By the year 2001, the Basque GDP per capita had rose to a level well ahead of Spain and European countries.

At the same time the area was enjoying the spoils of admirably executed cluster initiatives, it was being endangered by the unstable brutality of the Basque nationalist, a slowing global economy, and an always-precarious balance of power amid the Basque's own authorities and the government of Spain.
