February 3, 1997, east of Manila Metropolitan Area Water and Sanitation (MWSS) was transferred to the Manila Water Co. (MWC), formed a joint venture between Ayala Corp, the largest Philippine conglomerate; Bechtel Enterprises, Inc, an American engineering and construction company, and United Utilities , a British utility company.
