Chuck was anticipating the coming of his New York-based company partner, Jonathan Rose in March 2003. Rose and he had started Highlands' Garden Village, their latest mixed-use, mixed-income development job.
In 1996, they'd optioned the fresh Elitch Gardens amusement park website and ever since, revolutionized the website into an almost done traditional neighborhood development. The amusement park rides were dismantled and replaced with houses, flats, and two acres of open space. The pro formas of the job were not neutral and the residential components were completely sold.
