The goal of this note will be to clarify the difference between assessing past performance and predicting future performance, and to reflect on the connection that these procedures have with critical choices like those of pay, promotions and employee turnover, which have a direct impact on responsiveness to the environment.

We will differentiate between the concept of assessing what's occurred de facto, which we will hereinafter refer to as target-achievement evaluation (if it focuses on aims) and performance evaluation ( in case that it takes into account aims and behaviors), and the notion of assessing personal skills for the future, which we will herein after refer to as possible investigation.
