Asociacion Civil Labor is a private non-profit organization founded in 1981 in LLO, a city located in the important mining and fishing region in the south of Peru. Its original mission was to protect labor rights and the leadership of the workers in the mining industry, but within the first decade of its operation, this turned into a defense of sustainable community development and the rights of communities affected by mining activities. Labor case is particularly relevant for the analysis of some typical problems facing organizations, the organization focused on the promotion and protection of fundamental rights of the citizen. Over the years has established itself as an institution of labor and had a great impact on the protection of the environment, creating greater awareness of the impact of mining activities, as well as for state policy towards the sector in Peru. This case is particularly interesting because the close relationship that NGOs are supported by municipal authorities, which caused the positive results for the people LLO but also produced a dilemma as to the identity, mission, and work autonomy. These dilemmas are at a critical point in 1997, when a proposal to build a new coal-fired power plants in the area for tourism and recreation generated opposing views among municipal authorities and NGO staff, and divide the local population. Solutions that are difficult to make on this issue will have long-term consequences for the organization to reconsider its relations with much of the population as well as with the municipal authorities and the donor NGOs.
