The partnership agreement was signed for a span of 20 years in 1997. It supplied for the indigenous community to work with RFE alone in tourism and shielded the region's tourist resources. In turn, RFE had to procure the needed funding to construct the hostel and was anticipated to manage the enterprise. RFE had to train the community in hostel operations. After the contract expired, the community had the choice assume direction of the hostel alone or to continue the partnership.
