In 2013, the primary executive officer of Porter Airlines, a Toronto-based local airline company, revealed a growth job to broaden the airline company's locations. The job needed that Porter Airlines broaden its fleet of jets to accommodate longer ranges, and that its transportation center, the Billy Bishop Toronto City Airport, be refurbished. The airport was governed by a tripartite contract in between the federal government, the City of Toronto, and PortsToronto; any changes to the arrangement needed an agreement of the 3 regulating celebrations.
