Closing the Capability Gap: Strategic Planning for the Infrastructure Sector Harvard Case Solution & Analysis

In order to manage with arising challenges in infrastructure sectors, utility organizations must develop tactical, organizational, and technological abilities that are new. Public utility providers have frequently been seen as lacking the ability to identify and implement the transformation processes that were needed. Privatization was proposed as a panacea to remedy this deficit. Nevertheless, privatization projects are often not recognized because they fall upon powerful political opposition.

This article presents the outcomes of strategic planning endeavors in three public wastewater organizations in Switzerland. This study suggests that if appropriate procedures are executed, public utility organizations can overcome their limitations in identifying the applicable ability shortfalls and choose acceptable strategies to compensate for the deficits. The widespread adoption of strategic planning approaches by public utilities represents a viable alternative to privatization, while these strategies may deviate considerably across utilities due to differences in the goals pursued.
