City in Crisis: Michael Taylor Harvard Case Solution & Analysis

Over the past four years, the chief administrative officer (CAO) has been working hard to make a difference to the city Havenstock. Prior to arriving in Havenstock in 2004, City Hall was awash in the media scandal, secrecy and suspicion. Moreover, the work environment at City Hall suffered a closed channel of communication and lack of trust between employees and management. Staff morale was low and the relationship with the media was intense. SAO had a clear vision of what he wanted to bring to the city. At the center of his vision was the value of collective responsibility. He worked hard to instill a sense of purpose, priorities and directions. SAO slowly began to rebuild the corporate culture in a favorable workplace. Despite its good intentions, the improvements made over the last few years were at risk after the session of the Committee on Oversight Council. At the meeting, city staff numbers absences were questioned. Unsatisfied with the explanation of what management is doing to address this issue, the city council absenteeism numbers leaked in the media. After working so hard to improve both internal and external perception of the City Hall, the CAO now finds himself and his team in the headlines of local newspapers. To save face, the CAO should prepare a presentation before the City Council and staff solutions absentee head question. He knows that what he says and how he says it will be a defining moment in his career.
