There were many key factors that accelerated the growth of Tempstaff. One of the main key factors for the success of the company was that negotiating with the Ministry of Labor to improve the law against providing temporary staff for the companies. Through this association there were few improvements made in the laws related to temporary staffing. Though Shinohara was not properly allowed to conduct the business, but improvements in the law still gave her an edge in conducting the business by redefining as “administrative works by contract” which somehow worked for the organization.

Another key factor for the success of Tempstaff was that Shinohara soon realized the advantages of recruiting male force in the organization. The company was built by the team of women, but soon there was a need of bringing men in the organization to increase the sales of the company. Therefore, Shinohara hired an employee from Recruit, one of the largest human resource company in Japan. 10 additional employees were recruited afterwards. They proposed a plan which was corporate reform based on identifying the financial targets and evaluation of the system.

In addition to this, Shinohara also took initiative for giving franchise licenses and many areas in Japan were being targeted with this approach. Moreover, when the advertisement of Tempstaff was done it gave a boom to the growth of the company as it was the first company in the industry which advertised and through this approach Tempstaff was promoted nationally. Whereas, another key factor for the success of the organization was the leadership style of Shinohara. The way she managed the whole team when the crisis occurred and when the economy was unstable of Japan. She had a great command over the team and also the problems were managed as a team not individually.

The need of the corporate reform arose due to the reason that the number of temporary staff workers was increasing due to the increase in the services, competition and expansion of the market. With the increase of these elements the service quality of the branches was decreasing. This was because at that time Tempstaff employed only female staff. The company lacked in setting the financial targets for the organization and also there was no proper organizational structure of the company. The operations of the organization were informal and these operations resulted in many flaws. In addition to this, the company was unable to grab the opportunities in the new legalized environment. The female staff of the company did not have any idea of increasing the sales for the company and they thought they were doing their best. The sales targets were not properly defined and the competition between the employees of the organization completely lacked. This caused many problems for the organization as the performance of the company was declining and there was a shortage of new ideas from the female staff. Furthermore, the organization comprised only women so the workplace was quite comfortable for them and they were not able to take any challenge also. Similarly, they did not take interest in increasing the sales of the company and never tried for it. According to them, thy were performing well enough.

The corporate reform included many elements that were necessary for the success of the organization such as; it proposed that the financial targets were needed to be determined properly and also the company should take initiatives for evaluating the performance. The initial changes occurred due to the corporate reform was that the salaries of the women staff were reduced and their positions were changed. This developed sense of anger amongst the women workforce and many female employees left the organization.

Moreover, there were also positive changes which occurred due to the reform such as; the sales targets and their ways of achieving them were properly defined. The initiatives were taken to evaluate the performance of the organization, as evaluating the performance of the organization is very necessary for the organization in order to achieve its sales targets. In addition to this, the company achieved sales of nearly 30 billion in 1991 after the beginning of the corporate reform. The company was able to capitalize the new legislative environment and hence, the growth rate increased................................
