Since 1974, the textiles (MFA) was a systematic means for countries to limit imports of textiles and clothing from developing countries that do not comply with the rules of GATT / WTO. In 1994, however, the Agreement on Textiles and Clothing was signed, the appointment of 10-year-old progressive failure of the Foreign Ministry and the integration of the GATT 1994 rules.
