Governments in western Europe were preparing for the sale of licenses that would enable private operators of 3G networks to use certain blocks in the spectrum of radio frequencies in the year 2000.
The governments' aims included the generation of sales, an efficient allocation of permits, and the competitiveness of the ensuing telephony marketplace in order to enhance budgets of the government taking part in the initiative. Majority of the governments in the auction allowed the sale of their permits in the private market.
