This article sheds light on the issues faced by Telkomsel, which is a cellphone service provider in Indonesia, as it attempted to grow and become internationally competitive. The protagonist is former CEO of Telkomsel, Mulia Tambunan. Tambunan's challenge was to create a nimble, modern business out of an organization encumbered by political interventions, direction layers that are excessive, and substandard functionality motivators--issues common to state-owned companies. Moreover, Indonesia was going throughan economic crisis, the telecommunications marketplace was recently liberalized, and Indonesia was experiencing a transition that was disruptive from the steady although autocratic regime of military-backed President Suharto to a young democracy that was frail.
