"In the month of September 2010 Suresh Krishna, the vice president of operations and integration at Polaris Industries Inc., a maker of all-terrain vehicles, side-by-sides, and snowmobiles, needed to advocate a place for a new plant to produce the company's side by side vehicles. The economic slowdown in America had put considerable pressure on Polaris's gains, or so the firm was contemplating whether it should follow the lead of other manufacturers and start a facility in a nation with lower labour costs.

Mexico and China were short-listed as possible locations for the brand new factory, which would be the first Polaris fabricating facility located outside the Midwestern United States. By the end of the year Krishna needed to recommend to the board whether Polaris should construct a new plant abroad (close-shored in Mexico or offshored in China) or continue to make in its American facilities.
