Digital media, whether legitimate or not, was one of the few shining lights for high technology firms at the center of a protracted and deep downturn.
High technology firms worried legislating which technologies they could market, authorities intrusion. Many believed that digital media could provide powerful services (the "killer app") that would drive apparatus sales and encourage broadband uptake. The problems surrounding intellectual property protection could either encourage or inhibit digital media.
