Challenges in Delivering Cross-Agency Integrated e-Services: The OBLS Project Harvard Case Solution & Analysis

This case study express how the Ministry of Trade and Industry, and Infocomm Development Authority, as guide agencies, together initiated and managed the execution of an one-stop business licensing portal site called OBLS (Online Business Licensing Service - https://licenses.business.gov.sg/) in the Singapore public sector.

While authorization from the top for this strategic cross-agency job was not weak, there were many hurdles in the type of process, people and technology that had to be beat. The case study emphasizes these dilemmas and challenges, and illustrates how they were beat for delivering cross-agency integrated e-Service for new business license application.
