In early period of 2008, Federico Sturzenegger, a prominent academic in Argentina, was chosen as the executive chairman by the city government and charged with turning the bank back to profitability. 

But just four months later, Sturzenegger was already facing the 45th day of a labor conflict ignited by union representatives on account of having fired six workers. The confrontation raised several questions. First and foremost: Who owned Banco Ciudad? The city authorities? The citizens? Its workers? Could this bank overcome its weaknesses to serve the general public as well as its constituents and use its strengths? This case follows Sturzenegger's eventful first couple of years in office to examine how a state-owned enterprise maneuvered in an environment that is challenging to hit its goals of greater efficacy and profitability.
