This note presents the fundamental objective behind the government’s strategy of offering housing: in particular its transformation from only a supplier and developer of affordable housing to provide demand-side solutions and indirect subsidies to private builders. Along with this transformation to a demand-based solutions form a supply-based solutions, there is also confusion that whether it would be effective to offer place-based solutions or a people-based solutions.
