In August of 2007, the mayor of Bogota, Luis Eduardo Garzon had to choose whether to carry on with plans to construct a Bus Rapid Transit (BRT) line in Avenida Septima, among the main transportation corridors in the Colombian capital.

TransMilenio's modest construction cost, high ability and excellent quality of service had attracted the attention of urban transportation planners around the globe along with the system soon became one of the most acclaimed and copied transportation innovations of its own time. As the system expanded, but the operation of TransMilenio had deteriorated somewhat over time. And the latest proposed addition on Avenida Septima posed specific technical and political challenges.

Elections were just a couple of months away and for immediate reelection Garzon couldn't run by law, but the candidate from his party was campaigning on a platform of constructing a metro instead of enlarging the BRT system. Should Mayor Garzon try to lock in the city into expanding the BRT by granting contracts to build Avenida Septima or leave the choice because of his successor?
