Rural Reform in Centropico (A) Harvard Case Solution & Analysis

This case illustrates the opportunities and challenges related to the construction of the strategy for the adoption and implementation of land reform policies in a complex political environment of a developing country. Professor Donna Lawrence, an American expert on agrarian reform, to work as an advisor to Juan Judicio, secretary of the rural reforms of the new government Centropico, small developing countries which have recently experienced a revolution. Lawrence said that she understands Judicio goals and begin its consideration of the institutional capacity of the Department of Rural Reform (CRP) and the political environment in which the land reform policy must be implemented. Part describes Lawrence disappointing efforts to collect information, disorder in CRP, the political environment and resources, it could be used in developing strategies. Part B describes the policies it provides and its failure Judicio. It also illustrates the risk and complexity of policy development in the poorer developing countries, whose government depends on a fragile coalition of interests.
