Performance Management Readiness Review Framework for Governmental Service Providers Harvard Case Solution & Analysis

Governments are increasingly outsourcing their services of external service providers. A prerequisite for successful outsourcing is that service providers can be controlled at hand the government, by means of performance management. One way to check whether or not this is the case, is to conduct performance management readiness (PMRR). In this article, we describe the structure, which was developed at the request of the Dutch Ministry of Transport, Public Works and Water Management to determine whether two of its services, the Dutch Railways and ProRail-were ready for managed at arm's length. The application framework will be illustrated by describing the successful review by two service providers.
