Ontario Ministry of Small Business & Consumer Services: Managing the Toronto Propane Explosion (C) Harvard Case Solution & Analysis

In August 2008, was a big explosion in the propane facility is located in Toronto, Ontario. Technical Standards and Safety Authority (TSSA) was a not-for-profit corporation that was responsible for the delivery of services to regulate and ensure technical safety, and came under the supervision of the Ministry of Small Business and Consumer Services (Department). After the explosion, with TSSA to intense public and political checks, the ministry asks TSSA inspections at every propane facility in Toronto. Test results were presented in the media in such a way as to damage the reputation of the author TSSA. Ministry ordered an organizational review of the management structure of the eight delegated administration (DaaS), of which one was the TSSA.
