In 2003, officials in the Ministry of Social Development of Mexico were debating whether to remove a long-standing program that donated subsidized milk to poor families. In its place, they would enlarge a new plan that gave educational and nutritional cash grants provided that they kept their kids in school and made regular visits to health clinics to poor families.

The milk program, managed by an agency called Liconsa, had been spared so far because it did not require direct budgetary resources as a result of its preferential access to imported powdered milk. Still, advocates of expanding the cash grant program claimed the milk program was redundant and successful. HKS Case Amount 1766.0
