In 2011 the World Bank and others were concerned that cities throughout the developing world were losing their efforts with increasing traffic congestion in part since they lacked institutions that had the authority and the capacity to promote public transportation in an integrated fashion. Lagos was one of the few important cities in the developing world to truly have a metropolitan area public transportation authority with independent resources extensive powers and a staff of international quality. The Lagos Metropolitan Area Transportation Authority (LAMATA) had some early successes but other bureaus were enlarging their parts raising the question regarding how LAMATA's success might be maintained and reciprocated.
