This case talks about a flagship project under a Hong Kong’s government, e government strategy to lead by example in the adoption of electronic means for administration transactions with the people and companies.
With a target of transferring 80% of all procurement bids online by the end of 2003, HKSAR intended to offer the ETS to all other government procurements, with the success of the first start in April 2000. Also under consideration was an electronic market system (EMS) for the modest value purchases and to incorporate both systems for a complete procurement option.
