Designing Impact Evaluations: Assessing Jamaicas PATH Program Harvard Case Solution & Analysis

This case asks the participants to put themselves in the position of officer in charge of selecting the design evaluation to assess the impact of social programs. The goal is to illustrate the trade-offs that are made in the real world while trying to balance the desire for a rigorous and reliable assessment of design with material and technical, political, financial and ethical constraints that so often occur in the evaluation of social programs. Participants were asked to assess the strengths and weaknesses of the three possible structures evaluation, using the criterion of scientific rigor, political expediency, the logistical implications and financial capacity of each design.
