City of Charlotte (B) Case Solution

This articledemonstrates how two operating departments-transportation and police-translate the high level corporate scorecard for the city into departmental balanced scorecards. The transport section follows a very organized strategy designed to link initiatives taken to the achievement of high level tactical goals at the departmental and local levels.
The police department utilizesthe scorecard to enact an entire change in culture, concentrating the police department on community building and crime prevention and away from its previous emphasis on coping with offenses after they happen. This shows the two quite distinct strategies for refining the scorecard adapt to local managing sections.
