In 1992, Mayor Gabriel Garcia Romero faced a scenario all too familiar in developing countries-an insufficient and undercapitalized water system. Just 28 percent of the families of Cartagena had drinking water that is solid. Less than half the people had sewerage services, and there was no wastewater treatment-an issue with serious consequences for public health.
Invoices were received by just a percent of the customers, and many of these were never gathered. Costs stayed below price, so sales wouldn't have covered expenses, even if the statements were rolled up. HKS Instance Amount 1482.1
