Devil in the Details: Designing a Social Impact Bond Agreement in Medellin Harvard Case Solution & Analysis

In July 2012, three newly Harvard Kennedy school graduates purchased One-Way tickets to Medellin, Colombia to establish a non-profit startup which they called Instiglio. This case is about the two nearly indistinguishable HKS cases about Instiglio, which provides the history of the sib model (a financing mechanism for experimental social program with private investors who are shouldering the financial risk of failure) and tracks the early experience of the HKS graduates in Colombia. The case provides a summary of the problems which the group faced in designing a first draft sib arrangement, including several questions about assessment layout and tricky issues in forming a pay system. The other HKS Instiglio Case is about HKS Case Number 2026.0, "betting private capital on curing public issues: Instiglio brings social impact bonds to Colombia” that is aimed for a policy analysis course. It highlights the process of choosing a job, given limited advice and political complexities. The case number is 2043.0.
