In 2004, the Institute for Security Studies' anti-corruption conference, officials from Lesotho, South Africa, World Bank, and other countries came together to discuss and analyze not only the LHWP scandal, but also other countries of the Southern African corruption. At this conference, Fine Maema recalled participants that the World Bank has commended the Lesotho in the 1999 meeting, and that while "promises to help in these prosecutions were made with different parties" because of "significant depletion of financial resources in Lesotho," there is this promised aid materialized.
