The Ladder and the Scale: commitment and Accountability at Project Match (Abridged) Harvard Case Solution & Analysis

Located in one of the most troubled housing projects in Chicago, the training program known as Project Match has an unusual approach to the problem of attracting welfare recipients to work. Rather than simply broker employment, the program tries to encourage long-term changes in the habits and lifestyle of the population it is difficult to place, in particular, by creating a social environment in which the work and ambition are valued. But since it receives funds from the Illinois Department of Public Assistance, the project match is under pressure to get the job results, which demonstrate its success. The program itself urges authorities to find ways to quantify success besides just find someone job and a place to track the award of those he is trying to help, after the first employment. The case highlights the problems of social evaluation of program services, as well as problems of the innovation agency explain the traditional bureaucracy with which it must deal.
