Through the modernization, a number of human resource management troubles turned out to be increasingly evident; solving these tribulations had become a precedence.

In the year 2000, the RDH's provincial government and stakeholders finished their very first attempt at modernizing the resort by hiring an internationally well-known firm to take on the upgrade. The fatal consequence caused the provincial government and stakeholders to lose momentum spirit and motivation until six years later. A fresh joint venture owner and the RDH board recovered enough assurance for another time to try modernization. They contracted Premium Hotel Services (PHS) to suppose the 2nd attempt at enhancing operations. The PHS found the quality of elderly employees, increasing turnover of new staff and policies emerging from the continuing development of the Chinese market were presenting difficulties never confronted before at the RDH. How could these problems be solved by the stakeholders and have the RDH appear as an internationally accepted five star, resort that is commercially feasible?
