It can be described as a three-party, multi-problem international trade dialogue among three culturally distinct states over which of two states will export rice to the third; includes coalition and on-going political relation problems. Fuji, the regional power in the "Pacrim" trading block, is a big island nation that imports substantial amounts of rice, but that's constitutionally bound to import rice from just one state exclusively.
Indocarta and Hawani, lesser in size than Fuji and with existing political tensions between them, both want to export their rice to Fuji. The ethnic differences among the three countries and the shifting market play an important part in the discussions. This is a role play case.
