The new management was appointed in 1977 to head the National Council of Swedish aid to students facing an almost desperate situation. So ineffective is an agency in the processing of applications for a college student living costs, that some students are on a budget, faced with the prospect to request government assistance for the poor. CSN Chief Billy Olsson, whose background was in politics, and a computer expert Carl Johan Johansson task is to find a way for the agency to provide financial assistance to qualified students within the constraints of income, in a timely manner.
