Financial Information:

It can be said that the performance of the city of Radford and Harrisonburg has improved while the financial performance of the city of Charlottesville hasbeen deteriorated as per the statement of net position. There is a reduction in the net position of Charlottesville, the total assets of the city have grown by a little amount while the liabilities of the city have grown drastically which makes the net position worse. However, the other two cities show good performance, their assets have grown at a better rate as compared to growth in liabilities.

The generalfund balance of Radford has decreased while the general fund balances of other two cities haveincreased. It can be said that the performance of Radford is unfavorable in this regard as compared to the performances of other cities which have seen an extremely positive increase in the fund balance. However, it can be said that the reduction in the general fund balance of Radford is very lowwhich can be improved if the performance of Radford is slightly improved.

The operating reserve ratio of Radford is higher than Charlottesville. It can be argued that the performance of Radford is way much favorable than Charlottesville but less favorable than Harrisonburg. The main reason for this increased ratio of Radford is the lowered total expenses as compared to the net assets.

On the other hand, the not assigned fund balances of Radford are very low as compared to the total expenditure on general funds. The other two cities have high ratio of unassigned fund to the total expenditure on general funds which depicts poor performance of Radford in this regard.
