BHP Billiton, the largest diversified resources company in the world in the early 21 th century, began a feasibility study in 1995 to build an aluminum smelter project in Maputo Province in southern Mozambique, one of the poorest countries in the world, which prevented the fragile legal, financial and health, safety, environment and community institutional structures and capacities. BHP Billiton has been committed to sustainable development and believe that the social and environmental performance are critical factors for business success. BHP Billiton firmly believe that sustainable development involved the participation and partnerships with community stakeholders to address the challenges associated with creating a project resource and benefit sharing success. Was this possible in Mozambique, given the social and political problems of the country, the prevalence of malaria and HIV, as well as poor infrastructure? Recognizing that the parties were to play a role in achieving successful and sustainable projects, BHP Billiton adopted the slogan of the project: "Together we can make a difference."
