Leasing the Pennsylvania Turnpike Harvard Case Solution & Analysis

In June 2007, the Governor of Pennsylvania, held talks with the heads of state laws on its offer to lease Pennsylvania Turnpike to private investors. Leasing of public roads of private companies was unheard of in the United States to the city of Chicago for rent Chicago Skyway, an 8-km toll expressway, for $ 1.83 billion in 2005, and the Indiana rent 157 km Indiana Toll Road for $ 3.85 billion in 2006. Amounts surprised state and local governments across the country, and encouraged many, like Pennsylvania, consider leasing as a means to cover the budget deficit. This case is designed to support the discussion of pros and cons of leasing assets as a means of increasing the availability of public resources and private sector financing and operation of infrastructure.
