Agency for the north side of children (NSCA) was twenty-three-year-old non-profit organization created to serve very low-income working parents who qualify based on income government subsidies for child care. In support of its mission, NSCA all year, full-time program for child care in seven different places for children aged six weeks through twelve years. She used a standard model of non-profit management with a volunteer board of directors, each of whom was assigned to one of six committees, which operate quite independently. After several years of success in 2004 NSCA faced a serious shortage of funds and its first deficit in a decade.
