This case explores the factors behind the decision -in tariff, and also the factors that changed the design of its particular speed and the tariff.

GRU found that several perverse incentives that led to some surprising results were created by its layout, once implemented. The actions taken by GRU in correspondence with these results are addressed in epilogue. The case scenario could be educated as either an energy policy case or as a regulatory economics instance.
