Technical Inspection and Insurance Company (EIIC) is a small, but very successful company that offers equipment and boiler inspection and insurance services. After several years of above-average growth and profit, as retreating towards the industry average, policy delivery times are excessive, and morale is low. There is growing concern that the current strategy of companies and organizations do not work. The problem seems to be that, while the company was initially organized to provide monitoring and insurance services to OEMs, most of its premium income in 1991 came from the relatively simple, low-premium objects for which the check is probably not necessary.
