Electronic Service Delivery Implementation and Acceptance Strategy Harvard Case Solution & Analysis

In December 2000, the Government of the Hong Kong Special Administrative Region (HKSAR) has started providing electronic services (ESD) scheme, the flagship e-government project. In general, e-government strategy to use the portal to provide e-government services and commercial services, which makes ESD portal (www.esd.gov.hk) is a key element. Government contract a private operator to implement and ESD services for five years. The contract was awarded in November 1999, the ESD Services Ltd. (ESDSL). This case discusses how the HKSAR to develop a business model ESD, which is a combination of government-to-citizen and business model citizen, and as ESDSL implements it.
