June 6, 2000, the World Bank and the IFC Board of Directors was to vote on whether to approve funding for a $ 4 billion Chad-Cameroon Petroleum Development and Pipeline Project. Although the project presented a unique opportunity to combat poverty in Chad, one of the poorest countries in the world, was the president of Chad, which was labeled "warlords" and the history of the civil war and oppression.
