Career Caravan Harvard Case Solution & Analysis

In the summer of 2000, Bob Embry, president of the Abell, asked two consultants to evaluate the performance tent career working on transportation work program that helped fund his foundation. Career Caravan took low-income residents of West Baltimore to work in suburban Howard County, Maryland. The idea was that good jobs were more plentiful in the suburbs than in the central part of the city, but the public transport system does not serve the Baltimore scattered suburban employment centers and also many domestic residents did not have a driver's license or own cars.
