Bridging the Digital Divide: The Case of Bell, Nortel and Chapleau, Ontario Harvard Case Solution & Analysis

Collectively they deploy a wireless broadband network in town, providing mobile internet access to town visitors and the 2800 residents. The hospital is provided an indoor wireless network, an upgraded telephone system and additional computers. The schools are given wireless access, laptops, multimedia equipment, and teacher training. The community itself, in addition to the free wireless broadband service, is provided with a community portal site, computer training and free access to an array of technologies. The local community centre is set up with multimedia gear. University research workers are brought in to study the effect of the technology on small businesses the community, health and education. A diabetes health care trial is established.

Employment is provided to 5 local residents. Bell and Nortel create long-term relationships with community members. An amount of interdependence is created. Nearly two years later, the job is nearing its end. The Chapleau Town Council expresses their anxiety about what is going to remain in the community. Sustainability options are requested by them for the investments made by the project team.
